Responsibilities:
As the Team Leader for District Plan & Policy at Whangarei District Council, I had the responsibility of managing the Council's district planning, environmental strategy, and policy development functions. This involved overseeing up to 10 direct reports, managing contractors, developing business plans, and leading inter-departmental projects and inter-agency initiatives. I played a key role in contributing to the development of the Annual Plan budget, monitoring performance measures, and ensuring projects were completed on time and within budget. I continuously worked to improve systems, methods, and the quality of services provided to customers, while aligning objectives with the team's business plan and reporting progress regularly.
Selected Accomplishments:
During my tenure at Whangarei District Council, I achieved significant accomplishments, including rebuilding the team culture from one of the least respected to one of the most respected and effective teams in the organization within a year. I initiated a rolling review process for the District Plan and successfully completed 20 Plan Changes without any appeals requiring a hearing before the Environment Court. I introduced innovative communication strategies such as the "Summary Guide" brochure format for public consultation sessions, and I encouraged and supported staff in presenting and publishing their projects in professional journals and conferences.

Papakāinga Housing Policy Review, Te Tai Tokerau

Description:
Conducted extensive research and process mapping in collaboration with iwi, hapū groups, Te Puni Kōkiri, Māori Land Court, Housing New Zealand, and neighbouring local authorities in Northland.
Identified inter-agency service delivery options to develop a regional approach for Papakāinga housing in Te Tai Tokerau.
Co-designed a plan change with iwi and hapū representatives to address regulatory barriers and facilitate Māori living on their own whenua.

Responsibilities:
As the Team Leader of Resource Consents at Manukau City Council, my primary responsibility was to develop a team environment and provide resource management expertise and leadership to all team members. I guided and supported the team in appropriately assessing resource consents against the District Plan, Resource Management Act, and other statutory documents. Additionally, I was responsible for peer reviewing reports and carrying out decision-making functions under delegation. Mentoring and supporting the team to enhance their potential and improve customer service were also crucial aspects of my role.
Selected Accomplishments:
During my tenure as Team Leader of Resource Consents, I introduced a pre-lodgement meeting process that significantly improved application quality, reduced processing times, and enhanced cost recovery. I managed a multi-disciplinary resource consent team with 10 direct reports, consistently operating at over 75% chargeable time and delivering more than 90% of resource consents within statutory timeframes. I expedited the promotion of two staff members while also conducting progressive disciplinary procedures to address underperformance. Additionally, as the Team Leader for the Manurewa and Mangere Wards, I had delegated responsibility for administering all resource consents in the western suburbs of Manukau City, including significant regional infrastructure and culturally significant sites.
